Effect
Once per turn, during either player's turn: You can discard 1 "Ninja" monster and 1 "Ninjitsu Art" card to target 1 face-up monster your opponent controls; this turn, that monster's effects are negated, also that monster cannot attack.
The monster effect of "Azure Dragon Ninja" is a Quick Effect. (This effect targets 1 face-up monster in your opponent's Monster Zone.)
It cannot be activated during the Damage Step.
When activating the effect, you must discard 1 "Ninja" monster and 1 "Ninjitsu Art" card from your hand as the cost, for a total of 2 cards.
During the turn the monster effect of "Azure Dragon Ninja" is applied, as long as the targeted monster remains face-up in the Monster Zone, its effects are negated and it cannot attack. (Even if "Azure Dragon Ninja" is no longer in the Monster Zone, the effect remains applied to the targeted monster.)
