Effect
Level 4 or higher monsters cannot attack directly. During your turn: You can send this face-up card from the field to the Graveyard to target 2 Level 3 or lower WATER monsters with the same name in your Graveyard; Special Summon those targets. Their effects are negated.
"Bubble Bringer" is not a Trap Card that targets when you flip it face-up from a Set state on the field to activate the card.
When activating the effect of "Bubble Bringer" that "target 2 WATER monsters with the same name and Level 3 or lower in your Graveyard and Special Summon them," you send the face-up "Bubble Bringer" on the field to the Graveyard as a cost, and target 2 WATER monsters with the same name and Level 3 or lower in your Graveyard to activate the effect.
You cannot flip "Bubble Bringer" face-up from a Set state on the field to activate the card during the Damage Step. Furthermore, you cannot activate the effect of "Bubble Bringer" that "target 2 WATER monsters with the same name and Level 3 or lower in your Graveyard and Special Summon them" during the Damage Step.
You can activate the effect of a face-up "Bubble Bringer" on the field that "target 2 WATER monsters with the same name and Level 3 or lower in your Graveyard and Special Summon them" as Chain Link 2 or higher.
When you flip "Bubble Bringer" face-up from a Set state on the field to activate the card, you cannot activate the effect of that "Bubble Bringer" that "target 2 WATER monsters with the same name and Level 3 or lower in your Graveyard and Special Summon them" in the same Chain Link or on the same Chain.
