If you do not have a WATER Xyz Monster in your Extra Deck that can be Xyz Summoned using the 2 Special Summoned monsters as material, you cannot activate the effect of "Gazer Shark".
If you do not have 2 open zones in your Monster Zone, you cannot activate the effect of "Gazer Shark".
