Cannot be Normal Summoned, unless you control a "Ghostrick" monster. Once per turn: You can change this card to face-down Defense Position. When a "Ghostrick" monster is destroyed by an opponent's card effect, or by battle with their attacking monster, and sent to your GY: You can Special Summon this card from your hand in face-down Defense Position, and if you do, draw 1 card.
"Ghostrick Specter" can only be Summoned face-up if you control a face-up "Ghostrick" monster in your Monster Zone.
The monster effect "Once per turn, you can change this card to face-down Defense Position" is an Ignition Effect. (It does not target.)
The monster effect "When a 'Ghostrick' monster(s) you control is destroyed by an opponent's card effect or an opponent's monster's attack and sent to your Graveyard: You can Special Summon this card from your hand in face-down Defense Position, and if you do, draw 1 card" is a Trigger Effect that activates in the hand. (It does not target. It can be activated during the Damage Step.)
The process of "Special Summon this card from your hand in face-down Defense Position" and the process of "draw 1 card" are considered to happen simultaneously.
If you have 0 cards in your Deck, you cannot activate the monster effect "Special Summon this card from your hand in face-down Defense Position, and if you do, draw 1 card."
