The effect "①: Each time a 'Utopia' monster(s) is Special Summoned to your field while this card is in the Field Zone, place 1 Zexal Counter on this card" does not start a Chain Link. (This can also be applied during the Damage Step.)
The effect "②: Monsters you control gain 200 ATK/DEF for each Cutting-Bung Counter on this card" does not start a Chain Link.
