The effect "Target 1 Xyz Monster you control with the highest Rank; Special Summon from your Extra Deck, 1 monster that is 2 Ranks higher than that monster you control, by using it as material (this is treated as an Xyz Summon, and its Type and Attribute must be the same as that monster)" is the effect applied when the card "Rank-Up-Magic Astral Force" is activated.

When activating the card "Rank-Up-Magic Astral Force," you must target 1 Xyz Monster with the highest Rank that is face-up in your Monster Zone.

If there are 2 monsters in your Monster Zone that qualify as "the Xyz Monster with the highest Rank you control" when activating the card "Rank-Up-Magic Astral Force," you must target 1 of those 2 monsters to activate "Rank-Up-Magic Astral Force."
