Regarding "During your Main Phase: You can target 1 Fish-Type monster on the field; activate 1 of the following effects. You can use this effect up to twice per turn. You cannot Special Summon monsters, except WATER monsters, the turn you activate this effect": - This is an Ignition Effect that can be activated in the Monster Zone. - You can activate this effect by targeting 1 face-up Fish-Type monster in your or your opponent's Monster Zone. Note that you cannot target Xyz or Link Monsters, as they do not have Levels. - When activating this effect, you must choose one of the bullet points, and it is activated as that effect. - You cannot activate this effect if you have already Special Summoned a monster other than a WATER monster that turn. Furthermore, you cannot Special Summon monsters other than WATER monsters for the rest of the turn after activating this effect. - Once this effect is activated, you cannot Special Summon monsters other than WATER monsters for the rest of the turn (regardless of whether the effect was successfully resolved). However, if the activation of this effect is negated, you return to a state where you can Special Summon monsters other than WATER monsters.
