Once per turn: You can target 1 Xyz Monster you control; attach 1 Level 4 LIGHT monster you control to that Xyz Monster. If this card is sent from the field to the GY: Target 2 Level 4 LIGHT Thunder monsters with the same name in your GY; add those targets to your hand.

This is an effect that creates a Chain Link that can be activated while this card is face-up in the Spell & Trap Zone.
【Regarding the ② effect】
This is an effect that activates in the Graveyard and creates a Chain Link.
It activates automatically when the conditions are met. (Even if there are not 2 monsters in your Graveyard that can be targeted, the effect will still activate and create a Chain Link, but the effect processing will not be applied.)
It also activates during the Damage Step.
