If it is not, discard the card you drew" is an effect that creates a Chain Link. (This is not the effect that occurs when the "Toy Vendor" card is activated. The effect is activated separately after the "Toy Vendor" card has been activated. This effect can only be activated during your Main Phase.)

The effect "(2): If this card is sent to the GY: You can add 1 "Edge Imp Scissor" or 1 "Fluffal" monster from your Deck to your hand" is an effect that activates in the GY and creates a Chain Link. (It can be activated not only if it is sent from the field to the GY, but also if it is sent from the hand or Deck to the GY. It can also be activated during the Damage Step.)
