The monster effect "(1): When this card is Normal or Special Summoned: You can target 1 card in your opponent's GY; place that card on either the top or bottom of the Deck" is a Trigger Effect. (This effect targets 1 card in your opponent's GY. It can also be activated during the Damage Step.)
Whether you return the targeted card to the top or the bottom of the opponent's Deck is decided when the effect resolves.
If "Elekick Fighter" is Special Summoned by the effect of a card activated as Chain 2 or higher, you cannot activate its effect.
Even if the "Elekick Fighter" that activated the effect has left the field by the time the effect resolves, the effect is applied normally.
