The monster you target must be one for which you have a monster of the same Level in your hand that can be Special Summoned.
A monster Special Summoned by this effect has its effects negated, and its ATK/DEF remain 0, as long as it remains face-up in the Monster Zone.
If the targeted monster is no longer face-up in the Monster Zone when this effect resolves, the part of the effect that Special Summons 1 monster of the same Level from your hand is not applied.
