You can activate this card either by only performing the card activation, or by also activating its effect in the same Chain Link as the card activation.

If you only perform the card activation, there are no activation conditions. However, you cannot activate it during the Damage Step. Also, you cannot activate the effect again on the same Chain (Chain 2 or later) in which you only performed the card activation.

If the activation conditions for this effect are met, you can activate this effect in the same Chain Link as the card activation. However, you cannot activate it during the Damage Step.

Regarding the effect: "Once per turn, if you control an Xyz Monster and a Level 5 or higher Effect Monster's effect is activated: You can discard 1 card; negate that effect, and if you do, destroy it." * This is an effect that creates a Chain Link and can be activated in the Spell & Trap Zone. * It cannot be activated during the Damage Step. * You must discard 1 card from your hand as a cost to activate this effect. * This effect does not target. It can be activated by chaining directly to the activation of a Level 5 or higher Effect Monster's effect. * When resolving this effect, even if the monster that activated the effect is no longer face-up on the field, the "negate that effect" part of the effect is still applied. If that monster is still present on the field, the "destroy it" part of the effect is also applied.
